Almost 270 people attended the SBCA 2024 Annual Conference in-person sessions March 18-19 at George Washington University in Washington, DC. The conference featured keynotes by Catherine Wolfram (MIT), who spoke on opportunities for carbon pricing in the United States, and Stéphane Straub (The World Bank), who updated attendees on efforts by the World Bank Infrastructure Vice-Presidency to bridge knowledge gaps in the area of rates of return on infrastructure projects. In addition, Kip Viscusi (Vanderbilt University), Billy Pizer (Resources for the Future), Scott Farrow (University of Maryland, Baltimore County), and Glenn Blomquist (University of Kentucky)—all experts who served as peer reviewers—participated in a panel discussion moderated by Jennifer Baxter (Industrial Economics, Inc.), reflecting on the recent revisions to Circular A-4.
The first two days of the conference also included 27 parallel sessions of individual paper presentations and roundtable discussions on benefit-cost analysis in environmental economics and sustainability; health economics and public health; policy evaluation and regulatory impact; social equity and distributional analysis; and behavioral economics and decision-making; and opportunities for networking with fellow benefit-cost analysis professionals from around the world.
The conference continued online April 4-5, 2024, with an additional 11 parallel sessions and three engaging keynotes. Kirsten Howard (The University of Sydney) discussed a new well-being measure for First Nations Australians that respects their unique cultural perspectives. David Pannell (University of Western Australia) spoke about when it's beneficial to conduct non-market valuation studies and how to balance information quality with cost. Andres Gomez-Lobo (University of Chile) shared how Chile has utilized cost-benefit analysis to evaluate its Public Private Partnerships.
Full Conference Registration included both in-person and online sessions for all four days. Full Conference Registration was required for anyone presenting in an in-person session. SBCA also offered Select Virtual Access registration which included access to select in-person sessions on March 18-19, 2024 (live-streamed and/or recorded) and all sessions on April 4-5, 2024 (to be held online via Zoom). Anyone presenting online was able to choose the Select Virtual Access registration option.
